Roshella has been a Bank Officer since 2021 at the office of the Deputy Governor for Payments and Currency Management spearheading the work of the Bangko Sentral ng Pilipinas (BSP) as well as ensuring a secure and reliable payments and cash ecosystem whilst maintaining the integrity of the Philippine currency.

Before becoming a central banker, Roshella was an ATM Cards Product Officer at the Development Bank of the Philippines (DBP) for over five years where she led complex product development and marketing initiatives to expand nationwide financial inclusion through electronic government-to-person (G2P) disbursement solutions, responsive to the needs of both the partner agency and its members/clients.

Roshella has an aggregate of two decades of professional experience gained from both the government and private sectors with roles spanning payments, development finance, marketing and operations, human resources, education, and public procurement. She graduated with a bachelor’s degree in psychology from the University of the Philippines and a master’s degree in development management from the Asian Institute of Management. She has recently completed the Certified Digital Finance Practitioner (CDFP) credential from the Digital Frontiers Institute and The Fletcher School of Tufts University.
